West Virginia Project Overview

  • Frontieras North America will build its first FASForm and renewable diesel units in Mason County, WV. The first-phase build is estimated to be an $850 million project, with second-phase build planned over the next five (5) years on the same location.

  • Construction of the facility is expected to begin in 2024, with an estimated 2000 contract employees over the next 24 months. The plant is expected to be commission by Q1 of 2026.

    • The facility is projected to create about 300 full-time jobs, and those jobs will pay 200% of the prevailing wage, with the majority in the $70,000-80,000 range.

  • Frontieras will positively impact the GDP of West Virginia by 3%
    once the facility is fully operational.


Project Details:

Feedstock: 

  • 10-year contract with a public company using Pittsburg #8 (27M tons for 10 years). With a collared price for 10 years.

  • Contracted multiple sources to achieve financial targets and CI scores for 4.3 million BBL/year of DCO, SBO, and other waste oils.

Off-Takers:

  • FASForm: 10-year agreement for 100% ULSD, Naphtha.

  • Renewable Diesel: 10-year agreements for 5.47M BBL/year.

  • FASCarbon: 10-year agreement for 100% of the product.

Engineering: Global EPC, with JOB Industrial Services KBC, & Yokogawa, MSAs executed.

 

Construction: 24 months to being fully commissioned.

EPC: Global EPC.

Procurement/Contracting: Performance Contractors, MSA Executed.

Operations & Maintenance: CAMS (Consolidated Asset Management Services) $20 Billion in assets under management, MSA executed.

Insurance: Lockton, the world’s largest independent insurance brokerage.

Major Insurance Comp:  Output performance bond on FASForm technology.

3rd Party Engineering: Completed 12 months of operating of FASForm demonstration unit.

Transportation: The plant has a CSX rail spur on premise and is located on the Ohio River and will have barge river moorings in place.  This allows for both domestic and international sales.

FEL: Completed FEL 1, FEL 2, and substantial FEL 3 commenced.


Nationally, Frontieras plans to expand its footprint in West Virginia, Texas, and Wyoming.
